Abstract
This project surrounds environmental policies such as the National Environmental Policy Act and the California Environmental Quality Acts to create a general plan proposal. This specific plan outlines the tools that will be used to carry out developmental policies. This includes texts and diagrams that explicitly show what standards for the conservation and use of natural resources that will be utilized. It will demonstrate how the land and its open spaces will be used. It also outlines the use of transportation systems both public and private. It also accounts for essential services such as water, waste disposal, sewage systems and energy supply. The specific plan also includes policies to finance its public works projects.
