Abstract

Through a strong concentration of research, this paper explores the topic of bilingual education focusing primarily on Latino English Language Learners. U.S. demographics, programs, and laws, including the Federal Bilingual Education Act of 1968 and California's infamous Propositions 187 and 227 will all be addressed as the basis of Historical Origins. While gradually narrowing the field of study to the five southwest states, then California, and finally a local school, this study analyzes the effectiveness of programs for english Language Learners in Present-Day Applications. This is done by gathering information from public data, school demographic information, and studies conducted by researchers in the field.
